The International Conference “Deepening the Democratization of the Region as Criteria for Peace and Stability in the Western Balkans” was held on November 10, 2011 in Tirana.
The conference offered the opportunity to get informed and exchange opinions about the progress in the democratisation process of the region. More than hundred participants coming from state or non-state institutions who attended this conference discussed the complex relations between the development of democracy and peace, security and stability, rule of law and economic development.
Is there a hierarchical or chronological relation among these aims, or is one a condition for the other? There was no unanimous opinion in relation to this issue. However, all agreed on the fact that “stability and security are guaranteed only if they are anchored in a democratic society” (Srdjan Dizdarevic, Bosnia and Herzegovina).
It is not surprising the fact that the representatives of state institutions see the famous glass of water as half full, whereas those coming from civil society regard it as half empty. The European perspective, i.e., EU integration has been unanimously considered to be like an important engine of reforms. Especially, the representatives of civil society asserted emphatically that even if the road towards integration should still be long, one should not lose this perspective by no means. The current EU situation and the consequences that might result from the situation of enlargement policy were concerningly discussed.
The activity has been organised by our partner Albanian Council on Foreign Relations, in collaboration with the Albanian Ministry of Foreign Affairs. Among the participants were the Ministers of Foreign Affairs of Albania, Edmond Haxhinasto, of Kosovo, Enver Hoxhaj, of Montenegro, Milan Rocen as well as the Deputy Minister of Foreign Affairs in Macedonia, Zoran Petrov and the State Secretary of Croatia, Mario Nobilo. Among the international guests who greeted the participants in the conference, were Stefan Sannino, General Director for Enlargement - EU Commission, Wolfgang Waldner, State Secretary of the Ministry of Foreign Affairs in Austria and Tomicah Tillemann, Advisor to the Secretary of State, in the US State Department.
